Hi Kushal, Firstly apologies for delayed response. I hope you are doing fine in this tough times of pandemic. To answer your question, I would really suggest that you can make 1 resource group based on your project implementation.

As you mentioned that you will have one app service and 5 azure sql in 5 countries but if you feel that this all will belong to same project implementation or are inter dependent then you can have them in 1 resource group (irrespective of country the sql server are placed), since if you want to pull off the plug later on you can just delete the resource group and all the resources under the said resource group will be deleted with single click.

If at all you want to keep them in separate resource group its up to your implementation. As for now the project I work in we have resource groups on the basis of environment i.e: We have 1 resource group for DEV,TEST,PROD, this way we keep things separate and can also manage permission to the user for the said resource group.
